Samaj Suraksha Sankul is Gujarat’s first integrated residential campus—an inspiring testament to what visionary Public–Private Partnership can achieve. Established jointly by the Department of Social Justice and Empowerment (Government of Gujarat) and Deepak Foundation, the Sankul stands in Vadodara as a transformative model addressing deeply rooted social challenges. Bringing care, protection, education, healthcare, vocational training, and emotional support under one roof, it offers a holistic continuum of services that nurture dignity and long-term empowerment.

Today, the campus is home to 387 individuals, including visually impaired children; children with physical and intellectual disabilities; orphaned, abandoned, or at-risk children (CNCP); aftercare youth; and elderly persons without family support. Each resident receives personalized, need-based services anchored in SMART goals: 100% infrastructure readiness, 90% monthly staff availability, and 90% occupancy across all residential programs—ensuring quality, consistency, and accountability in service delivery.

More than an institution, Samaj Suraksha Sankul is a living symbol of inclusive, rights-based development—demonstrating how compassion, when combined with strong systems, can convert vulnerability into resilience and dependence into empowerment. Its model is impactful, scalable, and sustainable, making it a compelling candidate for national recognition.

The Samaj Suraksha Sankul project is devoted to uplifting vulnerable and marginalized groups who require structured care, protection, rehabilitation, and pathways to independence. Its comprehensive programs are tailored to meet the developmental, social, emotional, and economic needs of diverse beneficiaries.

Samaj Suraksha Sankul

Catering to the needs of differently abled and individuals with special needs, Deepak Foundation, over the last few years has led projects through which young children with disabilities are identified and empowered through early interventions that ensure independent living in later life. The Foundation’s efforts in this area have focused on future learning and overall development of such individuals by supporting their integration in regular schools and providing them with access to high quality education.
Key projects such as Early Intervention Centre (EIC), Consortium for Inclusive Education, and the Miracle Foundation project for transforming families are pivotal to the Foundation’s efforts toward diversity, inclusion and equality. At present, the Samaj Suraksha Sankul project serves specially abled and destitute children. The project targets children and young adults who are at a disadvantage despite being part of the growing Indian economy because of their educational background and lack of skills. It is a Public Private Partnership (PPP) between Deepak Foundation and Department of Social Justice and Empowerment (Govt. of Gujarat), under which the Foundation is engaged in operations and management of a child care institution for boys, i.e. Samaj Suraksha Sankul.

Early Intervention Centre (EIC)

Early Intervention Centre (EIC) was started in March 2018 in the premises of Samaj Suraksha Sankul, Vadodara with an objective of identifying the young children with disabilities. Early Intervention between 0-6 years, can improve their prognosis, enable independent living and lastly, ease their inclusion in the general curriculum schools. Early intervention services are critical for children with disabilities as they lay the foundation for future learning and development. Children with visual impairment are unable to perceive the impact their actions have on their surroundings. The lack of feedback affects a child’s overall development. After a systematic initial assessment, our team uses specially designed tactile resources and modified teaching strategies to help a child learn about the world around and develop concepts. With our early intervention services, we aim to either prevent or lessen the severity of the secondary impairments.

Transforming Family Base & Alternative

Every child deserves a loving family, a chance to attain his/her full potential, to become an active citizen of the nation. Every child has right to survive, Right to Protection, Right to participation, Right to Development. The Project aims at providing these rights to children. Miracle Foundation and Deepak Foundation have initiated a pilot in Gujarat & Maharashtra. The main focus of the project is to prevent the child family separation. There are various reasons which leads a child away from the family. These reasons of Family and child separation or Potential Vulnerabilities could be any major health issue either to child or the care givers, Economical issues of the family, psycho-social or any other.
